Halo Cloud over Moscow???

What in the world is going on.


I took a look at this video and it is pretty strange.

 Looks like something straight out of an alien or UFO movie like War of the Worlds.

The YouTube video is pretty clear and doesn't seem doctored, but what exactly IS this strange halo cloud?
